Cutting through the heart of Northeast Portland, Interstate 5 is an essential thoroughfare for commuters and commerce—one only made possible by the displacement of a predominantly Black neighborhood in the 1960s. Over half a century later, Oregon’s state government has instructed ODOT to solve the overwhelming traffic and high crash rate in one section of this road, which could mean expanding it even further. Is it possible for one project to right historical wrongs, respond to present day needs, and protect the future?
